Who are the top paid North Myrtle Beach employees? Here’s what we know

The City of North Myrtle Beach pays their top 10 employees a combined total of approximately $1.7 million in salary expenses, a document obtained through the Freedom of Information Act showed.

North Myrtle Beach pays its top 10 earners a combined total that’s less than Horry County, which pays its top employees approximately $2 million, and the City of Myrtle Beach, which pays its top employees approximately $1.9 million.

Here are the top 10 tax-payer funded North Myrtle Beach employees and their salaries:

1. Kevin D. Blayton, Public Works Director / City Engineer: $213,999.76
2. Ryan L. Fabbri, Interim City Manager: $200,000.06
3. Randy J. Wright, Emeritus Director of Finance: $197,999.88
4. James W. Wood, Planning & Development Director: $179,746.84
5. Christopher P. Noury, City Attorney: $165,000.16
6. Dana C. Hamilton, Assistant Public Works Director, Engineering Manager: $157,900.08
7. Dana K. Crowell, Chief of Police: $156,585.26
8. Jamie L. Baker, Acting Finance Director: $154,991.98
9. Tammy P. O’Berry, Human Resources Director: $152,050.08
10. John M. Gibbons, Parks & Recreation Director: $151,598.98

In comparison, the City of Myrtle Beach pays its City Manager, Fox Simons, roughly $78,000 more than North Myrtle Beach pays Fabbri. Simons also makes more than Horry County’s top administrator, Barry Spivey.

This past year, Myrtle Beach gave its top earners raises, bringing the total number of city employees making more than $200,000 from one in 2024 to four in 2025. Horry County has six of its top earners making more than $200,000 a year.
