How much do top City of Myrtle Beach staff make? Here’s what we know

The City of Myrtle Beach pays their top 10 employees a combined total of approximately $1.9 million in salary expenses, a document obtained through the Freedom of Information Act showed.

A comparison between last year’s salaries and this year’s show that every top earner in the city received a raise. Government employee salary transparency is important because its all funded by taxpayers.

Top Myrtle Beach Employee Salaries

Here’s a list of the top 10 highest paid city staff, and how much they make as of April 1, 2025.

  1. City Manager, Jonathan “Fox” Simons, $278,262.40
  2. Chief Financial Officer, Michelle Shumpert, $215,696
  3. Assistant City Manager, Brian Tucker, $208,166.40
  4. City Attorney, William Bryan, $203,320
  5. Assistant City Manager, Josh Bruegger, $194,272
  6. Chief of Police, Amy Prock, $188,032
  7. Fire Chief Paramedic, Thomas Gwyer, $187,512
  8. Assistant Chief Financial Officer, Marla Bell, $167,793.60
  9. Director of Community Engagement, Kelvin Waites, $167,460.80
  10. Director of Insurance and Risk Services, Valerie Rosser, $159,244.80

Waites previously served as the city’s director of Diversity, Equity and Inclusion, where he was paid $154,731.20, according to previous Sun News reporting.

In 2024, there were 56 city employees making over $100,000 a year, and one city employee making over $200,000, records at the time show.

Those numbers show that the top highest earners in the city have all received a pay raise in the past year. Last year, Simons made $265,012.80, and was the only city-employee making more than $200,000. Comparatively, there are now four city employees -- Simons, Shumpert, Tucker and Bryan -- who all make more than $200,000 annually.
