Once again, Horry County residents filed more homeowner association-related complaints than any other county in South Carolina in 2025, according to newly released data from the South Carolina Department of Consumer Affairs.

The agency’s annual complaint report shows HOA-related complaints statewide have surged 176% since 2019, highlighting growing tension between homeowners and community management.

In 2025, the SCDCA received 586 HOA-related complaints across 23 counties, targeting 339 associations and property management companies, with Horry County accounting for the largest share.

Here’s what to know and which neighborhoods received the most complaints.

How Horry County compares statewide

Among South Carolina counties, Horry County led the state with 140 complaints filed in 2025. The next-highest total came from Richland County, which recorded 54 complaints.

In 2024, Horry County residents filed 117 complaints, also outpacing any other county in the state.

What residents are complaining about

The areas of concern reported across communities in Horry County in 2025 included:

  • Failure to adhere to or enforce covenants and bylaws
  • Ignored requests to access records, view documents or produce financial statements
  • Disputes over HOA fees, special assessments and how HOA funds are allocated
  • Maintenance and repair concerns
  • Access to HOA amenities
  • Paying for services or amenities that are not provided
  • Inaccurate or unavailable contact information for HOA boards or property managers
  • Board election issues, including failure to notify residents of actions
  • Denial of the right to attend meetings or vote on changes
  • Actions or inaction by property management companies
  • Requests for waivers or adjustments of violations or late fees
  • Failure to hold regular meetings
  • Foreclosure actions initiated by HOAs
  • Architectural review committee decisions
  • Liens placed on properties by HOAs

HOAs named in Horry County complaints

The report lists multiple homeowner associations and property managers in Horry County that were the subject of at least one complaint in 2025.

Some communities received multiple complaints. Some of the top among them include:

  • River Oaks Golf Villas HOA: 9 complaints
  • Magnolia North POA Inc.: 4 complaints
  • Wild Wing Plantation POA Inc.: 4 complaints
  • Forestbrook Condo Owners Association Inc.: 4 complaints
  • Sand Castle South Homeowners Association Inc.: 3 complaints
  • Avalon at Carolina Forest POA: 3 complaints
  • Mallard Landing Village HOA: 3 complaints
  • Isles at Bella Vita HOA: 2 complaints
  • Magnolia Pointe HOA (Myrtle Beach): 2 complaints
  • Waterway Palms Plantation HOA Inc.: 2 complaints
