Trees were cut across acres of land near the Intracoastal Waterway in Carolina Forest to make way for a development approved nearly two decades ago.

In a Freedom of Information Act request filed with Horry County, The Sun News obtained development plans for more than 200 acres along River Oaks Drive near World Tour Golf Links in Carolina Forest. Submitted in 2007, The proposal called for 560 homes with a gross density of 2.8 dwelling units per acre.

In an email to The Sun News, the county’s FOIA manager said the construction plans for the tract are approved. Horry County’s Zoning map shows the 200-acre tract divided into several smaller parcels. Each of the separate parcels has planned development district zoning, which gives property owners latitude regarding developing their land.

Developers cut down the once tree-covered stretch of land between River Oaks Drive and the Intracoastal Waterway in late 2024. Multiple companies — RLS Landing LLC based in New York and GG 2024 LB Limited Partnership based in Canada — own different tracts in the greater 200-acre tract.

Horry County Land Records shows that RLS Landing LLC bought three pieces of land totaling almost 105 acres in December 2024 within the larger parcel. Meanwhile, the county’s records also show that GG 2024 LB Limited Partnership bought a 38-acre property within the tract for $2.6 million in December 2024.

However, both firms use corporate registering services as their registered agents with the South Carolina Secretary of State’s website, making it unclear who owns both companies.

The project also resides next to another planned development in the area. The Sun News reported in December 2024 that developers removed trees on an adjacent 38-acre tract for a new community. The property encompasses several now-closed golf course holes, and it is next to the scheduled-to-close River Oaks Golf Club. Horry County Land Records shows the project is called North Cove.
