Don’t build new, go to Inlet Square

I recently read that there are negotiations underway to build a new mall across the street from Coastal Grand Mall, as well as another building housing medical facilities.

Those of us living south of Myrtle Beach would love for businesses to come closer to our area. They don't even have to pay the cost of constructing a building. The beautiful Inlet Square Mall sits right here in Murrells Inlet, a shell of its former self. The latest renovations produced a wonderful mall that would welcome businesses.

I don't know what the criteria or cost is to rent space there, but it appears to be a Catch-22. No business will come here, because there are no people in the mall, and there are no people in the mall because there is little to no business. What can be done to bring activity here? Any suggestions?
