Canopies instead of umbrellas on beach

Instead of outlawing canopies, which can protect a whole family from the sun and skin cancer more effectively than umbrellas, how about using drones to alert beach-goers about sharks and prevent attacks?

The lines of rental umbrellas do more to impede access to the waterline than properly spaced canopies. Why not require 10 feet between canopies to solve the problem?
