If wipers are on, your headlights should be too

On April 30, a friend and I drove down to Georgetown to visit someone in a nursing home. It was raining and we were shocked at the number of cars that were driving both north and south on U.S. 17 that did not have their lights on.

There were at least the same number of cars without their lights and those that had them on. Possible even more without. I don't understand why the police do nothing about this. It is dangerous as sometimes vision in the rain is not that good. When did this start to be such a problem? I can't recall this being so bad. I thought it was a law if your wipers are on your headlights had to be on also. Something should be done about it.
