Horry County needs to look at the vacation policy. If the employees were in the public arena, the program would not be near as liberal.
If you average five weeks vacation per year with 2,100 employees you are looking at 84,000 hours at a minimum. If you are looking at it another way, you need over 200 employees to cover the vacationing employees. (2,100 x 200 hours = 420,000 total hours)
Normal public employment is one week of vacation after the first year; two weeks after the second year; a third week every five years.
With this case, you average only two weeks a year. This would cut vacations down to nearly one third and save the county two thirds from this line item.
I think that you could do the cuts over a long-term period and not disrupt employee moral. I know that the good Horry County employees would only want what was best for their county and the betterment of the product that they represent.
