Are mugshots in the paper meant to shame people?

I view MyrtleBeachOnline.com daily and receive the Sunday edition of The Sun News. Why are mugshots the headline everyday?

I personally do not wish to see them, particularly on the front page. I believe they could be available to those who want to see them with a selection.

Is this some kind of shaming process that seems to be popular these days?
