If there’s money left over from RIDE, why must taxes go up?

I still have trouble understanding the new road tax. If RIDE II road tax has enough money in it to fund all of the projects and the leftover funds are put in county coffers and spent on safety items, that's well and good. Now what I don't understand is why the sales tax is going up another penny? If RIDE II is done, why doesn't RIDE III take its place and the tax rate stay the same?

Just wondering.
