Loris man charged with molesting victim for 18 years

Horry County police charged a 78-year-old man after a victim said he has been molesting her over the course of 18 years.

Billy Small, of Loris, is charged with criminal sexual misconduct with a minor under 11 years old. He is being held at J. Reuben Detention Center awaiting bond, according to jail records.

Small was arrested Tuesday but the most recent incident occurred in February 2015, according to the police report.

The victim told police Small touched her inappropriately on her crotch, breasts and butt over the course of 18 years, the report said. The abuse only occurred when “no one was around or looking,” she said.

The victim – who has not always lived in Loris – said most of the incidents occurred when Small was visiting her “for a birthday party” or other events, the report said.

Small is also accused of purchasing “very revealing clothing” for the victim, and of forcing the victim to watch pornography – occasionally child pornography – the report said. The victim was “afraid of what the suspect was leading up to” so she asked a complainant to tell police, the report said.
