SC teen planned to build weapon of mass destruction, expressed ISIS support, police say
An Horry County teenager has been charged with possessing a weapon of mass destruction for an act of terrorism.
Daniel Fox Fischer, 17, of Conway, conspired with foreign and domestic parties to cause harm using a “destructive device,” according to reports from the South Carolina State Law Enforcement Division (SLED).
Between August and April of last year, Fischer had allegedly expressed intent to join a foreign terrorist organization, conspired with multiple people and threatened to use a destructive device.
A SLED investigation requested by the Conway Police Department revealed that Fischer had worked with his co-conspirators to “obtain the chemical expertise to carry out an attack,” the reports say. Investigators discovered that Fischer had accessed instructional videos and instructions for making an explosive device, as well as information about RCIED and recipes for making C4, an explosive material.
Investigators also uncovered images of Fischer expressing his support for ISIS while wearing a vest similar to an explosive vest, according to SLED’s reports.
“Confidential Source information from a reliable witness and stored electronic records, indicated (Fischer’s) intent to use a destructive device against targets within this State,” the report reads.
SLED charged Fischer on June 9, 2025, with threatening or conspiring to threaten real or personal property using a destructive device and possessing or using a weapon of mass destruction for an act of terrorism.
He was booked into J. Reuben Long Detention Center’s Juvenile Facility where he remains without bond. The case will be prosecuted by the 15th Circuit Solicitor’s Office.
