A Loris man was arrested after he allegedly forged the chairperson’s signature and stole over $67,000 from a local nonprofit that employs adults with disabilities.

Todd Keith Massey, 38, was arrested on Dec. 9 after he used his position as treasurer at Giving Hope Gardens to steal money from the organization, according to reports from Loris Police.

Massey is also a former Horry County Police officer.

Giving Hope Gardens is a garden center that hires adults with disabilities to help them flourish and gain independence. It was started in Loris in 2019. The company did not respond to a request to comment prior to publication.

Massey started as the Giving Hope Gardens treasurer in May 2024 and since then has wired company money to a different bank account, spent thousands on a motorcycle company and forged the chairperson’s signature on checks, reports said.

The company discovered money had been stolen after an employee checked on the Giving Hope Gardens bank account and found it had $1,500 when it was supposed to have around $70,000.

An investigation found Massey was the one allegedly spending company money. He wrote nearly $14,000 in checks to KTM, a motorcycle company and sent $35,000 to Allstar Pest among other purchases.

The money spent came from public donations, as well state and federal grants.

Massey was brought to J. Reuben Long Detention Center Monday morning. He was charged with six counts of forgery under $10,000, one count of embezzlement and one count of forgery.
