A local businessman is charged with attempted murder in connection to a shooting on Main Street on Tuesday night, and court records show the victim recently filed a lawsuit against the suspect.

Shai David, who formerly owned The Oasis Motel in Myrtle Beach, is charged with attempted murder and possession of a weapon in connection to a shooting in downtown Myrtle Beach on Tuesday night. He was granted a $100,000 bond by Myrtle Beach Chief Municipal Judge Jennifer Wilson on Wednesday afternoon.

Wilson also ordered David to stay away from the victim’s family and ordered David’s passport to be surrendered to the court. Wilson did not order David to wear a GPS monitoring ankle bracelet.

David, 43, is accused of shooting Jack Isiah Rabon, 46, according to a police report.

About 10 people gathered at the Myrtle Beach jail to speak in support of David, and the victim’s wife also appeared in front of the judge.

David was detained Tuesday night when officers responded to a parking lot near 803 Main St. in Myrtle Beach at 4:47 p.m. in reference to a shooting, according to Lt. Joey Crosby with Myrtle Beach police.

David and Rabon got into a fight in a parking lot, but it’s unclear what led to the dispute. The two have had real estate dealings, and a lawsuit over property was filed last week, according to court records. After the fight Rabon attempted to leave in his vehicle, according to an arrest warrant. David started shooting at Rabon as he tried to drive away, causing Rabon to crash his vehicle, police said.

Rabon got out of the wrecked car and hid behind another vehicle, but David followed him, police said. Once David saw the victim behind a vehicle, he moved “to get a clear firing line” and fired another shot at the victim, according to the warrant.

Rabon was transported to the hospital but his condition is unknown as of Wednesday afternoon, Crosby said.

“Yesterday, Shai shot my husband,” said Artis Rabon, the victim’s wife, during David’s bond hearing Wednesday. “He’s now laying in the hospital scared, and I’m scared.”

Artis Rabon told the judge that David has made previous threats to the victim and his family multiple times. The couple recently sold property to David, which is the nature of their relationship, she said.

“I’m scared that if he gets out he may come after me,” she said.

David has connections to Israel – where he visited last year with his wife – and family members in Pennsylvania, according to his attorney Francis Humphries, with Monckton, Hembree and Humphries law firm in Myrtle Beach.

Humphries said David is not a flight risk because he has “significant ties” to the Myrtle Beach community. He also told the judge that David was wearing a body camera during the attack and the footage was surrendered to police.

“As to the request for GPS monitoring – that’s overreaching,” Humphries said.

David was charged with attempted murder “based on the fact that the defendant was not in imminent peril and shot the victim,” the warrant said.

Wilson awarded a significant bond to David because “the charges are very serious and, apparently, there have been some problems between the defendant and the victim before,” she said.

Rabon filed a lawsuit against David on Nov. 12, according to Horry County court records. The lawsuit concerns real estate in the 19 block of Dogwood Neck Township, according to the records.

In a separate incident, Rabon was involved in an assault dispute last year when he kicked a man who trespassed onto his property after a noise dispute, according to a police report. Rabon was not charged because “the assault appeared to be justified,” police said.
