Why no sand sculpture of Romney?

I was under the impression that a chamber of commerce was to represent all of the business owners. Without these people the chamber would not exist.

I recently saw in The Sun News that the Myrtle Beach Area Chamber had paid $30,000 for a sand sculpture of President Obama at the Democratic convention in Charlotte N.C. One question, why was one of Governor Romney not built at the convention in Tampa, Fla.?

If I were a business owner in Myrtle Beach, this would seem a bit biased to me. After all, they are both candidates for the president of the United States.
