Mullins woman indicted in connection with fatal hit-and-run crash

A Mullins woman was indicted on charges related to a fatal hit-and-run that killed a 24-year-old Conway man two years ago, according to court documents.

Gwenna Bullard, 33, was indicted on charges of presenting a false claim for payment more than $5,000, accessory after the fact of felony hit-and-run with death and filing a false police report about the grand larceny of a motor vehicle, according to grand jury indictments.

The charges, which were filed by the S.C. Highway Patrol, stem from Oct. 25, 2008, when police say Kevin Mincey, 25, of Galivants Ferry, was driving a sport utility vehicle that killed Miguel Caballero De los Santos near the Tanger Outlets on U.S.501. De los Santos was pronounced dead at the scene.

Charges against Mincey are pending and include leaving the scene of a collision involving death and driving under suspension.

De los Santos was a member of the Knights of Columbus chapter at the Catholic Church of St. James in Conway, said Victor Rivera Jr., the chapter's Hispanic coordinator, at the time of De los Santos’ death.

De los Santos had lived in the area for about two years and was a construction worker who sent money back to his family in Mexico, Rivera said.
