Police learn N.C. man wanted as fugitive after he is stopped for no seat belt

A North Carolina man was arrested in Myrtle Beach as being a fugitive from justice after a police officer saw him riding in a vehicle and not wearing a seat belt, according to a police report.

Richard Anthony Winbauer II, 24, of Charlotte, N.C., was arrested after an officer him riding in a sport utility vehicle in the area of Fifth Avenue North and Flagg Street and not wearing a seat belt, police said.

The officer stopped the vehicle and when Winbauer was questioned he gave the officer three different dates of birth, according to the report. The officer detained Winbauer and then learned he was wanted by the Mecklenburg County Sheriff’s Office for charges that carry more than a year in prison.

The report did not list the charges Winbauer was wanted for, but N.C. officials planned to extradite him.
