Two-hour weather school delay nonsense
I was a school principal for 22 years in the Montreal area, where we knew how to react to bad winter weather.
This is how it should be done:

The school bus company tells the school board by 5 am that they can't get their buses out. The director general phones the school principals to tell them as such. Every school principal has, or should have a phone chain, organized by the parent-committee, where he begins and the chain goes into action.
I had 660 kids, and parents were informed right away, via our chain.
The local radio stations, already having an official board password, inform the community that there will be no school that day.
I , as principal, go to school early and wave away parents who have not been told.
What is this nonsense about two-hour delays? Parents have jobs and time schedules, based on their own hours and on their children’s hours at school.
