Ferry ID check indicative of silly budget decisions

We’ve heard a lot about the federal budget (or lack thereof) and the sequester -- along with the need to cut White House tours, air traffic control, etc. While traveling south on the N.C. Outer Banks from Kitty Hawk, I had two ferry crossings where I had to produce my photo ID to Homeland Security prior to boarding the boats. This raises a number of questions: (1) Who would want to hijack a 50-year-old ferry? (2) If successful, what would you do with it? (3) When will our Congress get real on these budget discussions?
