Can we make cell phones not work in cars?

By my own admission, I am challenged by today’s electronics. Perhaps that is why the question I have wanted to ask for some time is not one knowledgeable professionals have already asked.

Is it possible to place another chip in every auto system to simply make cell phones and texting mediums inoperable if the car engine is running? If possible, mandate it done, and problem solved. Oh, I know, a clamor re government intrusion, personal rights, etc. would ensue. I am strongly opposed to government’s increased control over citizen activities, but in this case it would be completely justified.

The mentality and discipline (or rather the lack of both) of all the brainless multitaskers would be even more severely limited. So be it. Everyone’s safety is everyone’s responsibility!
