An Horry County man is charged with cruelty to children for the second time in five months, according to a police report.

Patrick Mayfield, 31, was arrested Wednesday after police responded to the emergency room Feb. 10 where a child had welts on his arms and buttocks, the report said.

Mayfield in October was charged with cruelty to children and pleaded guilty to the misdemeanor charge in December, according to Horry County public records.

A 48-year-old woman, who has the 9-year-old child on the weekends, told police she was about to give the boy a bath when she noticed the marks on his butt. The child said Mayfield hit him with a switch, which is a tree branch, the report said.

The child told police he asked his step-mother if he could use the phone to call the 48-year-old woman and that he got upset and cried when he wasn’t allowed to use the phone. He said he went to sleep and was woken up by Mayfield who said he had upset his stepmother and needed to be punished. He told police he was struck in the butt with the switch and that he put his hands behind him to block the hit which caused the marks on his arm.
