A 33-year-old Conway man was arrested Friday on charges related to a child’s black eye, according to an incident report.

Stefan Jelev is charged with cruelty to children.

According to an incident report, police were called Jan. 6 for a possible child abuse case. Officers found a 7-year-old boy with a large bruise over his right eye that appeared to be old, the report said.

The child told police he was in the car with his younger sister and Jelev and that Jelev got upset and tried to hit the car when he realized the car battery had died, but instead hit the child.

Jelev initially told police the child was hyper, having not taken prescribed ADHD medication, and was struck by the car door as it opened. He later told police he lied and that he got frustrated and tried to hit the back of the seat between the two car seats when the child moved and received the punch.

The incident happened between Dec. 30 at 8 a.m. and Dec. 31 at 5 p.m.

The kids were placed in the custody of their mother without visitation from Jelev.
