Two accused of starving child then serving moldy food in Garden City area

A man and woman were arrested Monday in connection with the neglect of a child that allegedly occurred between 2005 and 2011.

Kenneth R Hayes, 39, and Brioni Holmes, 43, of Murrells Inlet are charged with unlawful neglect of a child or helpless person by legal custodian.

Hayes and Holmes are accused of tortuous acts against a boy, who was between the ages of 5 and 7 when the alleged acts occurred, according to an incident report.

Arrest warrants state the pair starved the boy then forced him to eat moldy food, denied his access to school, refused to allow him to use the bathroom at home and forced him to leave to use a public lavatory.

The alleged abuse occurred in a home on Seabreeze Drive in Garden City.

An incident report from 2011 said a teacher at Aynor Middle School called police and DSS when the boy, who was 14 at the time, said he was forced to do “military exercises” while naked and to do “sexual things” with his stepsisters.

The S.C. Department of Social Services, the Children’s Recovery Center, Horry County police and the 15th Judicial Circuit Solicitor’s Office were involved in the investigation.
