ATLANTIC BEACH — Town Council members in Atlantic Beach delayed talks about the annual Bikefest and other issues again on Tuesday, adjourning a workshop soon after it began.

Council members split evenly on a vote to end the meeting based on concerns that the meeting’s agenda might have violated the town’s rules and procedures. After the tie, Mayor Retha Pierce and Councilwoman Windy Price walked out, bringing any further discussion to an end.

The council had planned to discuss the annual biker rally during a meeting earlier this month. During that meeting Pierce brought up some suggestions including making it an 11-day event and lowering vendor prices, but the discussion ended there and the topic was tabled until a workshop scheduled for Tuesday.

Within minutes of starting the workshop on Tuesday, Price made a motion to end it, saying the town’s agenda was printed improperly because it included specific times to begin discussion on the various agenda items.

Price said the inclusion of specific times was not in keeping with how the town rules and procedures say meeting agendas would be presented.

She and Pierce voted to adjourn the meeting to avoid violating the law because of the way the agenda was written, she said. Council members Jake Evans and Charlene Taylor opposed the motion.

The tie vote sparked discussion about whether the meeting was over, but before the issue was settled Pierce and Price walked out, leaving behind two members and no quorum.

No new date was set for the workshop.
