Horry County Councilman Al Allen is joining the race to replace Tom Rice as Horry County Council chairman. Allen, who represents western Horry County, joins former chairwoman Liz Gilland and former councilman Mark Lazarus as those who have announced they’re seeking the seat. Rice won a seat in Congress in this month’s election and will be vacating the seat soon.
