Take unlicensed, uninsured mopeds off the road

Why do the legally insured, licensed, properly tagged drivers on the road have to put up with those that ride mopeds without any of the above? Would someone please explain why this is allowed? Even golf carts are registered and insured. Is this state that far behind?

Does no one realize that they are so many on the highways; one was being ridden down S.C. 31 at the top speed of 30 mph. And I have seen two people on a moped. This is absolutely illegal. I have written to congressmen and a former governor and no reply. No one is listening.
