Horry County school board OKs facility plan

The Horry County school board approved its 2011-12 facility plan at its meeting Monday night.

The districtwide plan, which totals $22,297,536, includes items such as maintenance, athletic projects, and capacity and higher utilization planning, which will determine where extra space exists and how it can be used to alleviate overcrowding in some areas.

Making use of extra space could lead to possible changes to school programs or changes in attendance lines. The plan also states that higher utilization still may not solve middle school capacity issues in the St. James and Socastee areas, and elementary school issues in the Aynor and St. James areas.

Also Monday the board appointed Chairman Will Garland and Vice Chair Joe DeFeo to the districtwide committee for school facility optimization.

The committee also will consist of two appointed community members from each high school attendance area.

The board approved lead board members for each attendance area to select those members. They are: Aynor, Trent Hardee; Carolina Forest, John Poston; Conway, Paul Hudson; Green Sea Floyds, Neil James; Loris, David Cox; Myrtle Beach, Karen McIlrath; North Myrtle Beach, Harvey Eisner; St. James, Paul Peterson; and Socastee, Pam Timms.

HCS Superintendent Cindy Elsberry also commented on the state’s waiver proposal seeking flexibility from the No Child Left Behind Act following the meeting that was held Wednesday in Conway by S.C. Department of Education officials.

S.C. Department of Education officials held the meeting to explain principles of the state’s proposed waiver request for NCLB, or the federal Elementary and Secondary Education Act.

The meeting was one of 21 being held in the state through to allow residents to ask questions and give comments on the draft proposal.

“It appears to have more structures in it than we have now,” she said, adding it was disappointing that it does not give more relief.

Elsberry said she will attend a meeting in Columbia Thursday to get more information.
