Signs of a recovery haven't yet surfaced in Conway, so leaders are staying fiscally conservative in 2010, City Administrator Bill Graham said.
"We believe the best approach is to be conservative and that we will actually see an increase in revenues before we project any increases," Graham said. "We've had to make some adjustments in regard to our actual revenues and expenditures to make sure they match up so we don't allow the city to get in a difficult financial position."
The city likely won't have to lay off any employees or have furloughs in 2010 as leaders work to keep the city in solid financial shape, he said.
