Signs of a recovery haven't yet surfaced in Conway, so leaders are staying fiscally conservative in 2010, City Administrator Bill Graham said.

"We believe the best approach is to be conservative and that we will actually see an increase in revenues before we project any increases," Graham said. "We've had to make some adjustments in regard to our actual revenues and expenditures to make sure they match up so we don't allow the city to get in a difficult financial position."

The city likely won't have to lay off any employees or have furloughs in 2010 as leaders work to keep the city in solid financial shape, he said.

There’s an unexpected conversation going on in some circles in Conway and it revolves around the maximum number of members the city’s new recreation center can accommodate comfortably.

"We're working now as a staff to develop a budget recommendation and we're concentrating on holding down our operational expense because of reduced revenue. That will mean we will be limited in the amount of capital purchases and projects that we would be able to fund in the upcoming budget," Graham said.

One big-ticket project that is moving forward as planned this year is construction of a $6.2million indoor recreation facility. The project is paid for with grants that are already approved, Graham said.
