Five Rivers Community Development Corp. might have violated a federal law when it signed a contract promising to pay consultant Charles Clyburn a percentage of public money given to the nonprofit agency.
Beulah White and Dayo Smith, the mother and daughter who ran the Five Rivers Community Development Corp. nonprofit agency, were charged Wednesday with 15 felony counts of embezzlement, criminal conspiracy and breach of trust with fraudulent intent.
The S.C. Department of Revenue filed a tax lien this week against Five Rivers Community Development Corp. in Georgetown, claiming the nonprofit agency failed to pay withholding taxes for its employees during the third quarter of 2006.
